Description: 

The Background Study resulting from the development charges review process shall be a document containing an executive summary, study findings related to growth and projected development, development charges policy recommendations, development charges calculations methodology, together with a draft By-Law. The Background Study shall meet all requirements of the Development Charges Act as amended, and related regulations.
